NORTH AVENUE COOPERATIVE INFRASTRUCTURE IMPROVEMENT PROJECT STAGE 1
ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of the North Avenue Cooperative Infrastructure Improvement Project STAGE 1 will be received by North Avenue Cooperative, Inc. at the office of Bowman Consulting Group, 478 BLAIR PARK ROAD, WILLISTON, VT 05495, until 9:00 am local time on WEDNESDAY, JUNE 11TH, 2025, at which time the Bids received will be publicly opened and read. The Project consists of constructing NEW WATER AND SEWER SERVICES FOR STAGE 1 OF THE PROJECT. STAGE 1 IS LIMITED TO NEW SERVICE LINE INSTALLATIONS (NOT INCLUDING CONNECTIONS). STAGE 1 DOES NOT INCLUDE WORK WITHIN THE ROADWAYS, NEW UTILITY MAINS OR NEW PLUMBING CONNECTIONS.
Bids will be received for a single prime Contract. Bids shall be on a lump sum and unit price basis as indicated in the Bid Form.
Bids shall be submitted as follows:
- Electronically with read receipts by 9:00 am local time on WEDNESDAY, JUNE 11TH, 2025 to the following address: colen.johnson@bowman.com; Or
- Bids submitted in sealed envelopes, addressed to the North Avenue Cooperative, marked with the name of the bid and time of the bid opening. All hard copies of bids shall be submitted to the office of Bowman Consulting Group at 478 Blair Park Road, Williston, VT 05495 by 9:00 am local time on WEDNESDAY, JUNE 11TH.
Bidders are highly encouraged to submit their bids earlier than the listed deadline to prevent issues with the submission process. Bids received past the 9:00 am local time on WEDNESDAY, JUNE 11TH 2025 deadline will be considered late and thus will not be included in the bid tabulation. Bidders are required to reach out to confirm receipt once a bid has been submitted. A bid tabulation will be released to all bidders within (5) business days.
A pre-bid meeting will be held at 9:00 am local time on TUESDAY, MAY 20 2025 at the North Avenue Cooperative. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
The Issuing Office for the Bidding Documents is: Bowman Consulting Group, 478 BLAIR PARK ROAD, WILLISTON, VT 05495. Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:00 AM – 4:30 PM and may obtain copies of the Bidding Documents from the Issuing Offices as described below.
Printed copies of the Bidding Documents may be obtained from the Issuing Offices, during the hours indicated above, upon payment of a deposit of $200.00 for each set. Checks for Bidding Documents shall be made payable to “BOWMAN CONSULTING GROUP”. Upon request and receipt of the document deposit indicated above plus a non-refundable shipping charge, the Issuing Office will transmit the Bidding Documents via delivery service. The shipping charge amount will depend on the shipping method selected by the prospective Bidder. Alternatively, Project Plans and Bidding Documents are available as portable document format (PDF) files for $0.00. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.
The project is funded through a variety of federal and state funding sources and the following provisions apply to this Work (more detail for each of these provisions can be found in the Instruction to Bidders):
