NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS
FOR ENGINEERING SERVICES
The Cooperative Development Institute’s Water Infrastructure Support Program is seeking Statements of Qualifications from qualified engineering firms on behalf of Triangle Cooperative Inc. in Brandon, Vermont for the redevelopment of their wastewater, drinking water, electrical, and/or storm water infrastructure.
Required professional services will include but are not limited to engineering assessments, additional preliminary engineering services, design-and construction-relations services, preparation of bidding and contracting documents, participation in evaluating bids received, and construction administration to ensure compliance with plans and specifications.
Procurement of said services will be in accordance with 40 U.S.C. § 1101-1104. Qualified entities interested in being considered must submit: (1) letter of interest; (2) statement of qualifications and experience of firm and associates to be involved with the project; (3) references; (4) related prior experience; and (5) experience with funding sources including USDA-RD, HUD-CDBG and EPA-SRF. Submit the requested information to wisp@cdi.coop no later than 5pm Friday, November 22nd 2024 to be considered.
Qualifications criteria includes:
- Experience of firm working on wastewater, water, storm water, and electrical projects: 25 points
- Experience of associates working on wastewater, water, storm water, and electrical projects: 25 points
- Experience of firm and/or associates working at manufactured home communities: 30 points
- Experience of firm and/or associates working with federal funding sources: 20 points
Consultant selection will be qualifications based.
The proposed project(s) will be undertaken with a variety of Federal and state funds, including ANR ARPA Healthy Homes VT SRF, USDA-RD WEP, and HUD-CDBG, and that all work will be performed in accordance with the applicable regulations issued by such agencies and applicable federal and state requirements.
Triangle Cooperative shall evaluate statements of qualifications, performance data and other material submitted by interested firms and select up to three firms which are deemed best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.
Triangle shall rank, in order of preference, the firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.

Project Information
Triangle Cooperative is a 12-lot manufactured housing community that resident collectively purchased in April 2016. A Property Conditions Assessment (PCA) was conducted in March of 2016 as part of the pre-purchase due diligence (available to download here).
A Preliminary Engineering Report (PER), funded by ARPA Healthy Homes, will be finalized in November 2024 (60% PER available to download here). Total project costs are estimated to be $1.1 MM. Upgrading the community’s wastewater is the co-op’s highest priority.
Triangle’s first step towards redeveloping its infrastructure is to design targeted upgrades to its wastewater system which they have received an ARPA Healthy Homes award of $97,500 to complete construction by the Fall 2025.
