Requests for Qualifications for Engineering Services in Colchester, Vermont

NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS

FOR ENGINEERING SERVICES 

The Cooperative Development Institute’s Water Infrastructure Support Program is seeking Statements of Qualifications from qualified engineering firms on behalf of Westbury Homeowners’ Association, Inc. (WHAI) for the redevelopment of their electrical, water, wastewater, and stormwater infrastructure.

Required professional services will include but are not limited to: engineering assessments, additional preliminary engineering services, design-and construction-relations services, preparation of bidding and contracting documents, participation in evaluating bids received, and construction administration to ensure compliance with plans and specifications.

Procurement of said services will be in accordance with 40 U.S.C. § 1101-1104. Qualified entities interested in being considered must submit: (1) letter of interest; (2) statement of qualifications and experience of firm and associates to be involved with the project; (3) references; (4) related prior experience; and (5) experience with funding sources including HUD and SRF. Submit the requested information to wisp@cdi.coop no later than 5pm Friday, September 6th, 2024 to be considered.

Qualifications criteria includes:

  • Experience of firm working on electrical, water, wastewater and stormwater projects: 25 points
  • Experience of associates working on electrical, water, wastewater and stormwater projects: 25 points
  • Experience of firm and/or associates working at manufactured home communities: 30 points
  • Experience of firm and/or associates working with federal funding sources: 20 points

The proposed project(s) may be undertaken with a variety of Federal and state funds, including HUD, DWSRF, and CWSRF, and that all work will be performed in accordance with the applicable regulations issued by such agencies and the State of Vermont.

WHAI Cooperative shall evaluate statements of qualifications, performance data and other material submitted by interested firms and select up to three firms which are deemed best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.

WHAI shall rank, in order of preference, the firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.

Project Information

WHAI is a 250-lot manufactured housing community that residents collectively purchased in March 2019. A Property Conditions Assessment was conducted in 2019 and a draft Preliminary Engineering Report (PER) was recently prepared in 2024.

WHAI’s first step towards redeveloping its infrastructure is to design targeted upgrades to its aging and failing wastewater systems and to design upgrades to its electrical infrastructure.
