Requests for Qualifications for Engineering Services in Freeport, Maine

NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS

FOR ENGINEERING SERVICES IN FREEPORT, MAINE

The Cooperative Development Institute’s Water Infrastructure Support Program (WISP) is seeking Statements of Qualifications from qualified engineering firms on behalf of Wardtown Mobile Home Cooperative, Inc. in Freeport, Maine for the redevelopment of their water, wastewater, and stormwater infrastructure. 

Required professional services will include but are not limited to: engineering assessments, additional preliminary engineering services, design-and construction-relations services, preparation of bidding and contracting documents, participation in evaluating bids received, and construction administration to ensure compliance with plans and specifications. 

Procurement of said services will be in accordance with 40 U.S.C. § 1101-1104. Qualified entities interested in being considered must submit: (1) letter of interest; (2) statement of qualifications and experience of firm and associates to be involved with the project; (3) references; (4) related prior experience, including similar projects; and (5) experience with funding sources including SRF, CDBG, and RD. Submit the requested information to wisp@cdi.coop no later than 5 pm Friday, February 28th, 2025 to be considered.  

Qualifications criteria include: 

  • Experience of firm working on water, wastewater and stormwater projects: 25 points 
  • Experience of associates working on water, wastewater and stormwater projects: 25 points 
  • Experience of firm and/or associates working at manufactured home communities: 30 points 
  • Experience of firm and/or associates working with federal funding sources: 20 points 

The proposed project(s) may be undertaken with a variety of Federal and state funds, including SRF, USDA-RD, and HUD, and that all work will be performed in accordance with the applicable regulations issued by such agencies and the State of Maine. 

Wardtown Mobile Home Cooperative and/or the Cooperative Development Institute shall evaluate statements of qualifications, performance data and other material submitted by interested firms and select up to three firms which are deemed best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach. 

Wardtown Mobile Home Cooperative and/or the Cooperative Development Institute shall rank, in order of preference, the firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.

Project Information 

Wardtown Mobile Home Cooperative, Inc. is a 61-lot manufactured housing community that residents collectively purchased in May 2015. An infrastructure evaluation was conducted in December 2014 as part of the pre-purchase due diligence. RCAP Solutions also produced a water and wastewater map of the community and compiled a series of recommendations for the cooperative in 2021. 

Wardtown’s highest priority at present is to make upgrades to its water distribution system. The community has received $292,900 in FY24 DWSRF funding to begin this project. In addition, Wardtown is enrolled in EPA’s new WaterTA Engineering Support Team (WEST) program. Under this program, Wardtown has been working with an EPA-designated engineering firm to produce a Preliminary Engineering Report (PER) to structure the drinking water project. A draft of the PER will be available in February 2025 and will be shared upon request when the report is ready for distribution.
