NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS

FOR ELECTRICAL ENGINEERING SERVICES

 

The Cooperative Development Institute’s Water Infrastructure Support Program is seeking Statements of Qualifications from qualified electrical engineering firms on behalf of Breezy Acres Cooperative, Inc. and Hillcrest Resident Owned Community, Inc. in Colchester, Vermont for the redevelopment of their electrical infrastructure.

Required professional services will include but are not limited to: engineering assessments,  design-and construction-relations services, preparation of bidding and contracting documents, participation in evaluating bids received, and construction administration to ensure compliance with plans and specifications.

Procurement of said services will be in accordance with 40 U.S.C. § 1101-1104. Qualified entities interested in being considered must submit: (1) letter of interest; (2) statement of qualifications and experience of firm and associates to be involved with the project; (3) references; and (4) related prior experience. Submit the requested information to wisp@cdi.coop no later than November 30th, 2023 to be considered.

Qualifications criteria includes:

  • Experience of firm working on electrical projects: 25 points
  • Experience of associates working on electrical projects: 25 points
  • Experience of firm and/or associates working at manufactured home communities: 30 points
  • Experience of firm and/or associates working with federal funding sources: 20 points

The proposed project will be undertaken in part with HUD Community Project Funding (i.e., Congressionally Directed Spending), and all work will be performed in accordance with the applicable regulations issued by HUD and the State of Vermont.

Breezy Acres Cooperative and Hillcrest Resident Owned Community shall evaluate statements of qualifications, performance data and other material submitted by interested firms and select up to three firms which are deemed best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.

Breezy Acres Cooperative and Hillcrest Resident Owned Community shall rank, in order of preference, the firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.

Project Information

Breezy Acres (189-lots) and Hillcrest (44-lots) are two manufactured housing communities (MHCs), sitting side by side, that residents collectively purchased in February 2022. Both properties had Property Conditions Assessments (PCAs) conducted in the summer of 2021 as part of the pre-purchase due diligence (available to download Breezy Acres here and Hillcrest here). The PCAs recommended replacement of both properties’ electrical infrastructure, which is not up to code, is aluminum wired rated at 60 amps, and is direct buried (not in conduit). The project includes, but is not limited to, complete replacement from transformer to meter. Since electrical service replacement requires coordination with the public utility and each homeowner in the community, this project will be a multi-year undertaking.
