NOTICE OF REQUEST FOR STATEMENT OF QUALIFICATIONS

FOR ENGINEERING SERVICES

 

The Cooperative Development Institute’s Water Infrastructure Support Program is seeking Statements of Qualifications from qualified engineering firms on behalf of Lakeview Cooperative, Inc. in Shelburne, Vermont for improvements to their wastewater and storm water infrastructure.

Required professional services will include but are not limited to: engineering assessments, additional preliminary engineering services, design-and construction-relations services, preparation of bidding and contracting documents, participation in evaluating bids received, and construction administration to ensure compliance with plans and specifications.

Procurement of said services will be in accordance with 40 U.S.C. § 1101-1104. Qualified entities interested in being considered must submit: (1) letter of interest; (2) statement of qualifications and experience of firm and associates to be involved with the project; (3) references; and (4) related prior experience, including similar projects; (5) experience with funding sources including DES, CDBG, and RD. Submit the requested information to wisp@cdi.coop no later than 5 pm Friday, May 3rd 2024, to be considered.

Qualifications criteria includes:

  • Experience of firm working on water, wastewater and storm water projects: 25 points
  • Experience of associates working on water, wastewater and storm water projects: 25 points
  • Experience of firm and/or associates working at manufactured home communities: 30 points
  • Experience of firm and/or associates working with federal funding sources: 20 points

Consultant selection will be qualifications based.

The proposed project(s) may be undertaken with a variety of Federal and state funds, including ANR Healthy Homes, VT SRF, USDA-RD WEP, and HUD-CDBG, and that all work will be performed in accordance with the applicable regulations issued by such agencies and applicable federal and state requirements.

Lakeview Cooperative shall evaluate statements of qualifications, performance data and other material submitted by interested firms and select up to three firms which are deemed best qualified to perform the desired services. Interviews with each firm selected shall be conducted, which may include discussions regarding anticipated concepts and proposed methods of approach.

Lakeview Cooperative shall rank, in order of preference, the firms deemed to be the most highly qualified to provide the services required and shall commence scope of services and price negotiations with the highest qualified professional firm for engineering services.

Project Information

Lakeview Cooperative, Inc. is a 64-lot manufactured housing community that residents collectively purchased in February 2019. A Property Conditions Assessment (PCA) was conducted in December 2018 as part of the pre-purchase due diligence (available to download here).

Lakeview Cooperative’s highest priority is to complete the necessary design and construction of partial upgrades to its wastewater and stormwater infrastructure. The PCA recommended the installation of swales and surface grading to improve stormwater drainage and partial replacement of the sanitary sewer collection system along the south end of the property. The total project costs are estimated to be $800,000.
